Steven Russell (Jim Carrey) was a police officer who had a happy marriage with wife Debbie (Leslie Mann), and then he wanted to find his birth mother who gave him up as a child. After this fails to be a good reunion, and he has a car accident, he reassesses his life.

He decides that he is truly gay and he leaves his old life behind. He moves to Miami and finds a boyfriend, Jimmy Kemple (Rodrigo Santoro), but to live the life he truly wants is expensive, and so begins a life as a conman. Steven gives up being a cop to cause his own accidents to get compensation, lying to banks etc.

It is in prison that Steven sees and falls almost instantly in love with fellow prisoner Phillip Morris (Ewan Mc. Gregor), and after a real introduction they find themselves smitten with each other. They very quickly have a sexual encounter in a cell together after Steven ties some strings, and he does this by making deals with many other prisoners so that he and Phillip can be with each other always.
